Adoption Statement – Housing Choice 2023 Supplementary
Planning Document (SPD)
This statement is prepared in accordance with The Town and Country Planning
(Local Planning) (England) Regulations 2012.
On the 16th of March 2023 the Council adopted the Housing Choice 2023
Supplementary Planning Document.
The Council published the draft Housing Choice Supplementary Planning Document
on Wednesday 4th May 2022, and invited representations until Friday 17th June
2022. In total 15 representations were received.
There have been modifications to the SPD pursuant to section 23(1) of the Planning
and Compulsory Purchase Act 2004, which are set out in the appendices and
minutes of the East Staffordshire Borough Council Cabinet meeting on the 14th of
March 2023, where the consultation representations can also be viewed. Cabinet 14

The Council made these modifications to address representations and provide
further clarity to the document.
Any person with sufficient interest in the decision to adopt the supplementary
planning document may apply to the High Court for permission to apply for
judicial review of that decision. Any such application must be made promptly and in
any event not later than 6 weeks after the date on which the supplementary planning
document was adopted.
